Defibrillator Act Placement of CPR Devices

Regulations for placing resuscitation devices in public places, 2014
By virtue of my authority under sections 1, 2 and 6 of the Law on Placing CPR in Public Places, 5768-2008 (hereinafter - the Law), and with the approval of the Knesset Welfare and Health Committee, and regarding Regulation 2 with the consent of the Minister of Health, I am enacting these regulations:
Definitions
1. In these regulations - "Medical Equipment Law" - Medical Equipment Law, 2012; "Director" and "Register" - as defined in the Medical Equipment Law; "Registration Certificate" - as defined in the Medical Equipment Law.
Requirements from the resuscitation device
2. The resuscitation device shall be of the type registered by the director in the register as the resuscitation device intended for placement in a public place and in accordance with the same registration and shall be portable and easy to carry.
Duty to place a resuscitation device
A) A stable public place holds at least one resuscitation device in a central and accessible location in the public place in its possession. )
B) Holds a stable public place in the public place held by more than one resuscitation device in a central and accessible location, if one of the following exists:)
1) in a building with more than one floor, at least one resuscitation device will be placed on every two adjacent floors, the number of visitors to the two together as usual may exceed 500 people per day; )
2) On a floor that exceeds 300 meters in length, and the number of visitors on that floor as usual may exceed 500 people per day, several resuscitation devices will be placed so that the distance between one resuscitation device and the resuscitation device next to it does not exceed 300 meters. )
C) In a public place where there is a first aid station, one of the resuscitation devices that must be placed in accordance with sub-regulations (a) or (b) shall be placed near the first aid station, provided that it is in a central and accessible location.
 
CPR device position
4. a) Holds a stable public place the resuscitation device in a permanent cabinet designed to store the resuscitation device (hereinafter - the resuscitation device position (which can be easily opened and the resuscitation device removed from it; the resuscitation device position will be placed at a height not exceeding 150 cm) -120 cm from floor level. 
B) Holds a stable public place sign on the position of the resuscitation device or next to it in accordance with the diagram in the first appendix.

5. Holds a stable public place A sign pointing to the resuscitation device in accordance with the diagram in the Second Schedule with the markings and changes required; Such a sign will be placed in a conspicuous place according to what is stated below:)
1) in a public place in the building - on each floor, whether or not a CPR device position has been placed in it, in such a way that the distance between the signs on each floor does not exceed 150 meters; )
2) In a public place that is not in the building - at the entrance to it.
Additional instructions regarding signage
6. The holder of a public place shall ensure that the sign in accordance with Regulations 4 (b and 5) shall be complied with:
1) It is made of hard material; )
2) it is fixed in place in a way that can not be moved, removed or oscillated; )
3) If the sign is placed in a dark place - appropriate lighting arrangements will be installed, in such a way that the entire contents of the sign will be illuminated.
Operating Instructions
7. The holder of a public place shall install adjacent to the position of the resuscitation device, in a conspicuous place, instructions for the treatment of a person in need of treatment using the resuscitation device in accordance with the diagram in the Third Schedule, which states that
Periodic regularity tests
8. a) The holder of a public place shall ensure the integrity of the resuscitation device and shall ensure that a periodic health check is performed, in a manner that does not detract from the provisions set forth in the registration certificate. )
B) A public place holder shall appoint a person in charge who shall check once a week the integrity of the device, the integrity of the batteries, the indicator light indicating the integrity of the resuscitation device, if any, and that the resuscitation device position can be easily opened if a door or bracket is set. )
C) The holder of a public place shall be responsible for documenting and holding the test results and detailing the test dates according to sub-regulations (a) and (b); a copy of the test results from the last month, conducted according to sub-regulation (b), shall be kept in an accessible place near the resuscitation station; The results of the tests conducted in the last 12 months at least will be kept in the offices of the public place holder.
D) The holder of a public place shall present the results of the tests to the Supervisor appointed by law, at his request.

9. The holder of a public place shall send to the Ministry of Economy no later than December 31 of each year, an affidavit signed and verified on the performance of proper inspections of the resuscitation device as stated in these regulations, according to the wording detailed in the Fourth Schedule.
transitory provision
10. Until the commencement of the Medical Equipment Law, for the purposes of these regulations, the resuscitation device registered in the register of accessories and medical devices maintained by the Ministry of Health (hereinafter - the register of accessories and medical devices (as registered in the register as in regulation 2) and the registration conditions In Regulation 8 (a); the registration of such a device shall be valid until the end of the period of validity of such registration, unless previously deleted in accordance with the provisions of the Medical Equipment Act.
